MINUTES OF LITTLEBURY PARISH COUNCIL MEETING HELD ON THURSDAY 11th DECEMBER, 2008
AT LITTLEBURY VILLAGE HALL AT 7.30 P.M.

  1. Public Participation: Members of the public congratulated the PC on the new website.
    Queens Head: The irrigation system was discussed and the clerk will check why the item is not on the enforcement list.
    20mph Limit: Members of the public asked the PC to try and campaign for a 20mph limit in the village.
  2. Apologies for absence: Jan Menell and Jean Cowell
  3. Welcome to new Parish Councillor: Nick Dukes was welcomed onto the Parish Council.
  4. Approval of minutes of the Parish Council meeting held on 13th November, 08. The previously circulated minutes were approved and signed by the Chair.
  5. Matters Arising from the minutes:
    a) Littlebury Website: The PC agreed not to put copies of correspondence on the website.
    b) Community Speed watch: Joe Higham organised a ‘blitz’ weekend which was very successful, with 94 motorists reported on each day. The police were shocked at the data sent to them. New volunteers have signed up to help with CSW.
    c) Catmere End Pond: Roger Powell is organising the pond clear up on 3rd/4th January. A digger and driver will be hired and volunteers from Catmere End.
    d) PC Deposits: The Clerk is still trying to find out if PC deposits are covered by the Deposit Scheme.
    e) Moat in Howe Wood: The Clerk has asked Tom White and is waiting to hear back from him.
    f) Area Forum Meeting UDC – 6th January, 09: Brian Lewis, Michael O’Sullivan,
    Sam Sproul and Peter Farnsworth will attend the meeting at UDC.
    g) Enforcement Report: Clerk to email the report from UDC to all Councillors.
  6. Highways:
    a) Update on Highway issues – Letter from Highways: A letter has been received from ECC with information that a safety audit has taken place for the B184 stretch from Stumps Cross through to Great Easton with various remedial action now scheduled to take place as a result of the assessment.
    The existing signage will have yellow backing boards to enhance their visibility. The directional signs for Littlebury on both approaches to the junction will be replaced. Anti skid surfacing throughout the route where the ‘SLOW’ markings in the road and lining will be refreshed.


    20mph limit: The Department of Transport states that 20mph limits should not be implemented on roads with a strategic function or on main traffic routes. The B1383 through Littlebury is a main traffic route, which serves a strategic function so the request cannot proceed.
    Clerk agreed to ask EALC about how to organise a mail shot to send all other Parishes a letter to be drafted by Joe Higham about campaigning about a 20mph limit.
    b) Reply from Essex Police concerning Community Speed Watch signs:
    Permanent signs are not allowed, as the CSW scheme is not enforcing.
    c) VAS signs: The PC considered the various options. Clerk to contact the company to see if the sign can be purchased without camera equipment and then build it in later. The PC agreed to fund part of the cost of the sign and Joe Higham and John Broomfield agreed that fundraising events could be organised in the village to help cover the costs. The new VAS to be placed at the southern end of the village and the existing sign to be relocated at Stalley’s Barn.
    d) Gritting of Littlebury Green Road: Clerk to contact Highways to see if Littlebury Green Road can be added to the gritting schedule.
  7. Recreation Ground:
    a) Nettles at recreation ground: Hardy Landscapes will cut back the nettles around the recreation ground, and then cut them about three times a year to keep then tidy.
    b) Grasscutting rates for 2009: The PC agreed the 3% rise in prices for 2009.
    c) Cutting new Churchyard: The PC will write to Tony Appleby to thank him for cutting the new churchyard.

    b) Agree 2009/10 precept: After reviewing the budget the PC agreed to keep the precept the same as 2008/09 at £ 21, 546.00.

    Installation of secondary double glazing
    PC Decision: No objections.

    b) UDC Decisions: None
    c) Letter from UDC Enforcement regarding: 2 Clays Meadows – No further action
    Littlebury Farmhouse – No further action.
  11. General Correspondence
    a) Changes to Freedom of Information Act: Form to be completed and put on the website.
  12. Area Report:
    a) Parish Plan: The launch will take place on 17th January, 09 from 12 –2 pm at the Queen’s Head. The Parish Plan is currently at the printers..
