MINUTES OF LITTLEBURY PARISH COUNCIL MEETING HELD ON THURSDAY 10th JANUARY, 2008
AT LITTLEBURY VILLAGE HALL AT 7.30 P.M.

1. Apologies for Absence:

2. Public Participation: None

3. Approval of minutes of the Parish Council Meeting held on 13th December, 07. The previously circulated minutes were approved and signed by the Chair.

4. Matters Arising from the minutes:
a) Police statistics: Essex Police supplied dates of speed checks in the Parish.  Clerk to ask Ashley Seymour to advise the PC of the dates of Police Neighbourhood panel meetings.
b) Littlebury website improvements: Another quote to be organised.  
c) Community Speed Watch: Cllr Menell asked if the hamlets could also be monitored.  The PC pointed out that it would be preferable if there were some volunteers from the hamlets.
The PC will consider purchasing a gun if sharing with Sewards End does not work out.
d) Additional Churchyard: Meldreth Landscapes will start the fencing and hardstanding next week.  The PC agreed to pay an advance payment for the fence purchase. AEE have agreed for the contractor to transport the soil to a piece of their land.

5. Highways:
a)  VAS Sign: ECC have agreed to concrete in the sign in the High Street, which should hopefully make the sign work properly. The PC will monitor the situation.
b)  Potholes: Clerk to report the potholes in Chapel Green lane and outside Catlin Cottages in Littlebury Green and the potholes in Nettleditch Road, Littlebury
c)  LB Green 30mph speed limit: Clerk to chase with Highways.

6. Recreation Ground:
a) Moles: The moles are being dealt with.
b) Graffiti on new equipment: The PC were disappointed to hear that there is some graffiti on the new equipment.
c) Hedge: PC to write a letter of thanks to Tony Appleby for cutting the hedge at the recreation ground and churchyard.













7. Finance

b)  Purchase of The Life and Times of a Country Gardener at Howe Hall Book: The PC have agreed to purchase a book for £15.00.
c)  Uttlesford Community Travel: Request for donation: PC decided not to donate.

8. Planning:
a) For Discussion:
UTT/2170/07/FUL   14 Church Walk, Littlebury
Single storey rear and side extension
PC Decision: PC object to the overbearing development and the effect on neighbours and the area of the village.
b) UDC Decisions: None
c) Listing of School House: Check with English Heritage about the application.
 
9. General Correspondence:
a) Community Initiatives Fund – Grants available for Community Projects: Clerk to check whether the grant criteria includes applying for a VAS sign.



















10. Area Report:  
a) Core Strategy:  The PC discussed the options and agreed that it would be more favourable to support Option 4 for a new settlement near Elsenham so that the infrastructure is put in place.
Transport section: Lizzie Sanders pointed out that Littlebury was not mentioned in the section of transport provided for villages.
b) NAP: The next meeting is on 25th February with an environmental theme.
c) District Council: The increase in the council tax is being decided next week.
d) Parish Plan: 13 people attended the Steering Committee meeting including three people from Littlebury Green and three people from Catmere End.  The committee decided to produce a mini survey to be delivered to every household before the full questionnaire is produced.  The survey results will be collated by 20th February and meeting at the next meeting on 27th February the results will be discussed to take the whole project forward.  A Chair and officers to be elected at the next meeting and agree a constitution and discuss applying for grants.
e)  Street lights: Clerk to report two street lights in Peggy’s Walk which are not working.
f)  The Thatched cottage in Walden Road: Wall has fallen down and has been propped up with wood. Ask Barbara Bosworth about what can be done.  
g)  Welcome Pack for new residents: PC doesn’t have a welcome pack but there is a book with all the Littlebury contact numbers and information which is available.
