MINUTES OF LITTLEBURY PARISH COUNCIL MEETING HELD ON THURSDAY 10th July, 2008
AT LITTLEBURY VILLAGE HALL AT 7.30 P.M.

  1. Apologies for Absence: Michael O’Sullivan, Jan Menell, Lyndie Taylor and Jean Cowell
  2. Public Participation: None
  3. Approval of minutes of Parish Council Meeting held on 12th June, 2008: The previously circulated minutes were agreed and signed by the Chair.
  4. Matters Arising from the minutes:
    a) Littlebury website training: Clerk to contact Richard Scott about the next steps in producing the website.
    b) Queen’s Head – Irrigation system: Clerk to email Barbara Bosworth with details of the irrigation system.
  5. Highways:
    a) Update on Highway issues:
    Speed Data Loops: ECC have informed the PC that there isn’t any funding available for installing the loops.
    VAS Sign: All VAS signs have to be approved by ECC and installed by Solargen. The PC have been informed by ECC Highways that a data collection box can be purchased and fixed to the current VAS sign, which ECC would then be able to retrieve information for an annual fee. Chris Stoneham to arrange a quote for the PC.
    Mill Lane is due for surface dressing in July and the yellow lines will be installed after the surfacing. The centre lines will not be replaced as part of the plan.
    50mph speed limit: Gt Chesterford have asked for the 50mph speed limit to be extended between Littlebury and Gt Chesterford, which ECC’s hopes will be progressed as part of a county wide speed review.
    20 mph speed limit: The PC agreed for Michael O’Sullivan to contact ECC Highways to ask if it was possible for 20mph speed limits in as much as the village as possible. The issue of having kinks installed has been raised a number of times and ECC have informed the PC that it is not possible as the road is not wide enough.
    b) Cinder path cutting: Tony Appleby has cut the Cinder Path as it was so overgrown. Clerk has contacted ECC as it is thought to be their responsibility.
    c) Cutting of new churchyard: AEE and Tony Appleby have cut the new churchyard twice and are willing to carry on cutting it until it starts to be used.
    d) Footpath: The footpath behind the recreation ground will be reported to ECC as it needs to be cut.




  6. Recreation Ground:
    a) Community Project Grant 2008/09 – Ditch clearance at Littlebury Recreation Ground. UDC Community Project Grant has awarded a grant for £ 576.00. Clerk to speak to AEE about carrying out the work.
    b) Littlebury and Littlebury Green playground inspection reports: Clerk to organise for the spring on gate to be replaced by the contractors and for a quote for swing chains.

  9. Planning:
    a) For Discussion:
    UTT/1019/08/FUL Nunns Farm, Catmere End, Littlebury
    Erection of shed to store equipment for land management.
    PC Decision: The PC refused the application as it is 35% bigger than the original application and it is sited in a position which gives maximum exposure to neighbours, when other land is available.
    b) UDC Decisions:
    UTT/0884/08/FUL Wadman’s Yard, Catmere End
    UDC approved erection of detached dwelling and cart shed.
  10. General Correspondence:
    a) Hanley Grange letter: Letter sent with PC objections.
  11. Area Report:
    a) Agree a response to email time scale: The PC agreed that emails sent to individual Councillors and the Clerk will be responded by a holding email.
    b) Peggy’s Walk: Peter Farnsworth to check the verge cutting in Peggy’s Walk.
    c) Granta House: ECC are going to try and clear and spray the vegetation from the Highways side of the wall. Brian Lewis to speak to the owners about the hedge.
    d) Parish Plan: The PC were very pleased with the over 80% return rate.
    e) River Walk: Local residents would like to be able to walk along the river to Saffron Walden.
    f) Summer History Days: A number of events are being organised for children by Littlebury History Society.
