MINUTES OF LITTLEBURY PARISH COUNCIL MEETING HELD ON THURSDAY 12th June, 2008
AT LITTLEBURY VILLAGE HALL AT 7.30 P.M.

  1. Apologies for Absence: Peter Farnsworth and Jan Menell.
  2. Public Participation:
    Hanley Grange: A member of the public raised the issue and asked what step the PC will be taking. (See item 10)
    Queens Head Public House: A member of the public raised a concern that the tenants were temporary and the pub was not open regularly. The PC explained that they had spoken to the Area Manager who was interviewing for permanent tenants. The PC agreed to write to UDC about the irrigation system on the pub, which is unsightly.
  3. Approval of minutes of the Annual Parish Council Meeting and Annual Parish Meeting held on 8th May, 2008: The previously circulated minutes were agreed and signed by the Chair.
  4. Matters Arising from the minutes:
    a) Littlebury website improvements: The website is being written and Lizzie Sanders and the Clerk will attend website training on 28th June.
    b) Community Speed Watch: The speed gun is in Littlebury for June. A rota has been produced for the month. An advert will be put into the magazine for more daytime volunteers.
    c) Response to ECC concerning bus survey: A letter of response has been sent to ECC. The PC thanked David Green for attending the transport meeting and drafting a letter.
    d) Littlebury Photograph: Unfortunately the photograph has been cancelled at the fun day.
    e) Catmere End Pond work: Lizzie Sanders has found that the silt from the pond cannot be put in the holes. A grant has been applied for from ECC Community Grant.
    f) NATS Petition: The petition and letter from the PC will be delivered to Sir Alan Haselhurst on 13th June by Lizzie Sanders and Roger Powell. The PC was very pleased with a 50% response rate.
    g) Information about particular issues: If a property is named and discussed by the PC at a meeting the PC agreed to inform the property owners that the item was discussed.
  5. Highways:
    a) Update on Highway issues: A letter has been sent to Chris Stoneham to ascertain when the yellow lines and traffic calming is scheduled.
    20mph limit: ECC have informed Michael O’Sullivan that traffic calming measures need to be in place to make a 20mph speed limit work and a 20mph limit could not be installed on a B road.
    VAS Sign: The PC discussed purchasing a VAS sign near Stalley’s Barn.




    b) Removal of Highway rights at Flint Cottage, Church Walk: Owners of Flint Cottage have shown that they own the land outside their property that has historic highway rights on it. Clerk to write to Highways to inform ECC that the PC does not have any objections to the highway rights being removed off the land.
  6. Recreation Ground:
    a) Holes at recreation ground: Don Saggers will fill in the holes with top soil.

    b) Street Lighting maintenance agreement: The PC approved a 5-year agreement with Justlamps.
    c) Approval of external audit form: The external audit form and Statement of Assurance was approved by the PC and signed by the Chair and the Clerk.
    d) PAYE payments: The PC has received a credit for £ 150 as the Clerk files the PAYE forms on-line.

     

  9. Planning:
    a) For Discussion: (Michael O’Sullivan left the meeting)
    UTT/0868/08/FUL Parrishes, High Street, Littlebury
    Erection of two storey rear/side extension. Demolition of existing conservatory
    PC Decision: No Objections

    UTT/0804/08/FUL Thistlethwaite, Littlebury Green
    Two storey side extension, first floor extension over garage with two rooflights and new entrance canopy..
    PC Decision: No objections.

    UTT/0761/08/FUL White Cottage, Littlebury Green
    Erection of a two storey extension to side and rear
    PC Decision: No objections

    UTT/0884/08/FUL Wadman’s Builder’s Yard, Catmere End
    Erection of detached dwelling and cart shed
    PC Decision: No objections

    b) UDC Decisions: None.
    c) Littlebury Farmhouse: The clerk has spoken to the Conservation Officer at UDC and obtained information that the external vents and piping are not subject to any restrictions in the conservation area.
  10. General Correspondence:
    a) Removal of payphones: Information has been received about the removal of the telephone box in Littlebury Green.
  11. Area Report:
    a) Friends of Holy Trinity Church: The Friends of the Holy Trinity Church have raised enough money for the flint walls in the churchyard to start being repaired.
    b) Cinder Path: Clerk to report to Highways that the path needs cutting down to the railway crossing.
    c) Hanley Grange: The PC discussed the proposals and agreed that they were against them as there has a lack of thought about the local, concern about traffic levels and the access to services. Chair to draft a letter to be sent.
    d) Village Concert: A village concert has been planned for 15th August in the grounds of Granta House.
    e) New churchyard: Clerk to ask Tony Appleby if he will cut the churchyard.
